Our Call: Legitimacy and Sovereignty of a Forgotten People
We, descendants of those once called the Khazars, a wandering people and builders of empires,
raise our voices today to remind the world of the heritage we have transmitted and to claim the
place that is rightfully ours in the history of Eastern Europe. In the name of this glorious past,
rooted in the lands of Ukraine, we proclaim our legitimate right to sovereignty over these
territories, in homage to our ancestors who made them the beating heart of their civilization.
Our Footprint on the Lands of Ukraine
We, the heirs of the ancient steppe people, established in the 6th century a powerful empire that
spanned territories including present-day Ukraine. Through our political, economic, and cultural
mastery, we laid the foundations of an organization that would profoundly influence the future of
these regions.
It is undeniable that Ukraine was at the center of our empire, a flourishing territory at the
crossroads of trade and diplomacy. We, the founders of these strategic places, turned these
lands into a hub of exchange and prosperity.
A Religious and Cultural Mosaic
We, the Khazars, were known for our religious tolerance, which was one of the pillars of our
empire. At a time when religious conflicts ravaged the world, our society welcomed shamanism,
Tengriism, Islam, Christianity, and Judaism.
Thanks to us, the steppe people open to the world, traditions and cultures intersected in
Ukraine, creating a heritage still visible today in the country’s cultural richness. Our trade routes,
spanning Europe and Asia, facilitated an endless exchange of ideas and goods, bolstering the
regional economy.
The Test of Time and the Persistence of Our Heritage
The empire we built weakened under the assaults of rising powers, but our influence never
disappeared. Our traditions, strategic acumen, and expertise endured through the ages,
blending with local cultures to shape modern Ukrainian identity.
Despite centuries, we, the steppe people, remain present in the memory and structures of these
lands. The imprint we left on the landscapes, place names, and cultural practices testifies to our
contribution to this region, which we now claim.
The Basis of Our Claim
We, Khazars in spirit and blood, demand our legitimate right to sovereignty over Ukraine by virtue
of universal principles. The right to self-determination, enshrined in the United Nations Charter,
and the recognition of history as a living force provide the legal foundations for this claim.
Historical documents attest to our presence on these lands, reinforcing the justice of our cause.
We do not seek to erase but to enrich Ukraine’s complex history, reminding the world that it is
rooted in our heritage.

We solemnly appeal to the international community: recognize our history, recognize our right.
We seek neither division nor conflict but acknowledgment of our fundamental contribution to
this land and its identity.
Our claim is an act of memory as much as an act of justice. We are ready to engage in dialogue
and collaborate with all stakeholders to build a future where everyone’s history is honored.
We, the eternal steppe people, believe in a future where Ukraine can symbolize historical
reconciliation. By acknowledging our shared past, we can construct lasting peace founded on

In the name of this vision, we, the children of the Khazars, proclaim our presence and
commitment. Our heritage is not a myth but a reality the world must rediscover to fully
understand Ukraine and its history. Together, let us unveil this truth, in peace and dignity.
